Announcing C.C.S(Computerized Co-operative System) Version II

Decision Support Systems (www.dssinformatics.com), developer of the revolutionary Banking Software Package CCS(Computerized Co-operative society), is going to install & update their member SKUS / PACS with C.C.S(Computerized Co-operative System) Version II, the newer & better with more user friendly features in coming accounting year 2015-2016. This will be a new revulsion is PACS software as well as computerization in co-operative societies.
The real fact in West Bengal is no such co-operatives are computerized. The computerization done by various software companies are not complete. A complete integrated software package for PACS is neede not only in West Bengal as well as in the country.
Co-operative societies leads to a key role in village economy. To control their day to day activity and perform them efficiently a good controlled and under ruled software for PACS is needed.

All About CAS Software

This is quite a long period of time since my last post about CAS software implementation in PACS in West Bengal by Department Of Co-operation Govt. Of West Bengal. Unfortunately the scenario  is the same as it was in the year 2007, when the CAS system got on move after Special Audit held by Vaidyanathan Committee of NABARD. Lots of PACS (5200 in number) among which 3200 got selected for computerization was in a hope for being computerize and more of that at FREE OF COST. But our friends forgot that nothing comes FREE and when it is all about a software which will computerize a manual process of a financial institute like PACS, I think, they need to think about it twice.  Bringing their manual day to day job into computerize way? OK !!! quite impossible without a complete software package like C.C.S (Computerized Co-operative System) and a expert guideline with a quality training & job monitoring in Societies own place. 

Still waiting for so called Computerization by Department Of Co-operation. Don't think that is a wise idea.

PACS of North & South Dinajpur Are Ready for 2010-2011 AUDIT

PACS of North & South Dinajpur districts, running C.C.S (Computerized Co-operative System) are ready to Audit for the Financial Accounting year 2010-2011. Although in some societies, Audit for the accounting year 2009-2010 is still pending by Co-operative Audit department.

Commencement of Computerization Project

Govt. Promises are made, but not for keeping them, as it has been shown in case of Computerization project taken by Department of Cooperation. Govt. Of West Bengal. It has been reported by the project execution company, a total of 3925 PACS out of 5200 PACS in West Bengal are going to be computerized by April 2011. Districts Covered are:
  • North Dinajpur
  • Maldah
  • North 24 Parganas
  • South 24 Parganas
  • Burdwan
  • East Midnapore
  • West Midnapore
  • Nadia
  • Murshidabad
  • Hooghly
  • Howrah
The company IL & FS took basic data from all PACS of these districts, between Feb 2011 and March 2011 to complete the process before the new financial year 2011-2012. Till date no job has been. None of the PACS out of the announced 3925, got any thing from the company.

As state elections are going on, the faith of the project is unknown and PACS, which are waiting for computerization assistance from the Govt., don't know how many day or years they have to wait.

5200 PACS In West Bengal are waiting

5200 PACS are waiting for computerization project to be taken by Department Of Co-operation (Govt. Of West Bengal) for last 4 years. Since the Baidyanathan Committee recommendation of PACS revival. Still there is no sign of computerization in PACS across the state.

Gopalpur SKUS Ltd (MINI BANK)

Gopalpur S.K.U.S Ltd is third society in Karandighi Block to computerize their society in 2011-2012 accounting year. Situated in Gopalpur village, just 5 km away from Domohona in Islampur sub division in North Dinajpur district, is one of the largest contributor in the economy of Karandighi Block. They are going to start fully computerize bank operation from April 2011. Manager Mr. SK. Jamaluddin is looking forward to this process. West Bengal-Leading in SHG Microfinance & Savings

Well known for mobilizing the highest number of small savings accounts in country, West Bengal living up to the reputation has maintained its lead too in terms of micro finance as well as micro savings of self help groups (SHGs).
According to the latest micro-savings & micro-finance  report published by the National Bank for Agriculture & Rural Development (NABARD), West Bengal has left behind states like  Tamil Nadu, Andhra Pradesh,and Karnataka -where the SHG movement flourished the most.
Unlike in other states, SHGs under the PACS in the state, do not recycle their thrift as loans to the members. And so, their savings keeps growing. This is the primary reason behind this as one third of the 6 lakh SHG groups does this practice.West Bengal State Cooperative Bank chairman Mr. Ashok Bandyopadhyay said "We discourage SHGs to use their savings for lending between themselves. The savings should be kept for contingencies."
Spreading the SHG movement in the district of Hooghly, the key man Mr. Sudarshon Dhari Dutta said "We encourage SHGs to keep the savings as term deposits so that they can earn higher interest rates on this". According to the latest statistics, the average savings per group is the highest in West Bengal. As on March 31, 2009, the 6,09,439 groups in the states have collectively deposited Rs 1233.28 crore in banks, showing an average savings of Rs 20,235 per group.

Rs 14 Lakh Cheat From Rs 12900/- Core Banking Software

With the help of a incomplete software, a computer guy & one bank clerk of Himachal Pradesh State Co-operative easily managed to withdraw Rs 14 Lakh illegally.

In a recent programme held in Ahmadabad, union minister for Agriculture Mr Sarad Pawar, focused on computerizing urban & rural co-operative banks. National Federation of Urban Co-operative Banks & Credit Societies Ltd (NAFCUB) has bargained a reasonably cheap software for the these banks from the leading vendors. It was reported that Rs 12900/- will be the cost of the so called modern core banking software instead of few core rupees. As per Mr. Minister & NAFCUB the results will be nice with ATM, Internet Banking and other modern system.

COOP CORE- 2010 CBS for Urban Co-Operative Banks was launched during a exehibition in Ahmadabad.

A software without proper information & security can be dangerous. This is a true example.Just think how can a company give a software, which could costs few crore rupees just for 12900/-? What could be the quality of a cheap software? The answer and the example is in front of you.

PACS Computerization

West Bengal Govt. is not focusing on society computerization. The only effort they have been giving for last two years is, just posting Tender Advertisements in newspapers. Till now they couldn't managed to find any company to complete this job. Now think about it, what could be the terms & conditions in those tender documents that no such software or hardware vendor is turning out to complete this project.

The truth behind this is , they don't have any intentions  to complete this project.

Damdama SKUS Returned To Manual System

Damdama SKUS Ltd, a MINI Bank of Gangarampur town in South Dinajpur district of West Bengal is an other victim of incomplete & erroneous software in Micro-finance sector. Like Badalpur SKUS they are the client of the same Advanced Software Consaltants Pvt. Ltd, 154 Lenin Sarani Kolkata. After a good effort to turn them self computerized, Damdama SKUS failed to do so.  After a huge number of data entry & training they had started their banking section but because of erroneous result they returned back to manual system once again.

The Same incident, incident number two in South Dinajpur district in West Bengal.

Badalpur SKUS Returned To Manual System

Badalpur S.K.U.S Ltd, Bansihari, Uttar Dinajpur, returned to manual system once again. They have tried their best to computerized their society with a software provided by Advanced Software Consaltants Pvt. Ltd, 154 Lenin Sarani Kolkata. The software has been reported to be incomplete, full of errors & bugs and with incorrect informations. As announced by the developing company the software is a Common Accounting System complained software with all reports and informations provided by NABARD.

An other example of a victim of using an incomplete software in a Micro Finance sector.
